Gebührensteigerungen und vor allem -differenzen bei der kommunalen Hausmüllentsorgung stehen seit mehreren Jahren im Fokus des öffentlichen Interesses. Die Bürger können die immensen Gebührenunterschiede bei gleichen Entsorgungsleistungen nicht nachvollziehen. Die Kommunen führen die Unterschiede zumeist auf verschiedene Rahmenbedingungen zurück und stehen Gebührenvergleichen kritisch gegenüber - nicht zuletzt, da ihnen häufig Ineffizienzen in der Leistungserbringung unterstellt werden. In der vorliegenden Arbeit wird zum einen eine ganzheitliche Systematik der vielschichtigen Einflussfaktoren bzw. -strukturen auf die Hausmüllgebührenhöhe entwickelt. Zum anderen wird auf Basis einer deutschlandweiten Datenerhebung eine umfangreiche empirische Untersuchung durchgeführt.

This book examines performance evaluation in the context of assessing the non-financial outcomes of human activities. The topic is particularly relevant when economic, environmental or social performance has to be evaluated, e.g. the efficiency of actions and the lifecycles of products. The authors combine multi-criteria decision-making and production theories to develop a theoretical and methodological foundation for performance evaluation. They also demonstrate the typical pitfalls that are hindering the implementation of contemporary methods in practice. Special emphasis is placed on efficiency measurement with data envelopment analysis (DEA), and on data aggregation in life cycle assessment (LCA).

Discrete event simulation is an established methodology for investigating the dynamic behavior of complex manufacturing and logistics systems. In addition to traditional simulation studies, the concept of data farming and knowledge discovery in simulation data is a current research topic that consist of broad scale experimentation and data mining assisted analysis of massive simulation output data. While most of the current research aims to investigate key drivers of production performance, in this paper we propose a methodology for investigating productive efficiency. We therefore developed a concept of combining our existing approach of data farming and visual analytics with data envelopment analysis (DEA), which is used to investigate efficiency in operations research and economics. With this combination of concepts, we are not only able to determine key factors and interactions that drive productive efficiency in the modeled manufacturing system, but also to identify the most productive settings.

Ziel des Beitrags ist es, die Integration von Gewichtsrestriktionen in das DEA-Basismodell nach Charnes, Cooper und Rhodes (CCR-Modell) zu untersuchen. Für ein fiktives Beispiel werden die Ergebnisse der um verschiedene Gewichtsrestriktionen erweiterten DEA-Modelle präsentiert und diskutiert. In einfachen Sensitivitätsanalysen wird der Einfluss ausgewählter Gewichtsrestriktionen auf die Effizienzwerte näher beleuchtet.

Production of Scotch single malt whisky requires at least 3 years of storage time. The majority of whiskies are stored for about 10-18 years, several sorts are matured for even up to 70 years. This can be justified by the common opinion that older whisky is 'better'. This paper gives a technological basis for whisky production by deriving an aggregate transformation function, which contains the production stages distilling, storing and bottling. This function identifies key levers as being relevant for efficiency analysis. Based on empirical data, it is shown that storage time does not contribute to whisky quality. Subsequently, Data Envelopment Analysis is used to measure the quality efficiency of 82 whiskies originating from 22 distilleries. The results indicate that quality efficiency can be increased by rejuvenating mid-aged whiskies in particular. Rationality would thus suggest storage periods of only 3 years, which increases operational efficiency at the same time.
