The paper investigates how persistent uncertainty has long hindered sustainable development and structural transformation in Sub-Saharan Africa (SSA), and the role innovation plays in this regard. The results show that innovation significantly reduces uncertainty and that stronger innovation ecosystems help stabilize expectations, improve resilience, and create enabling conditions for growth. The findings showcase innovation not as a luxury for stable times, but as a strategic tool for navigating and reshaping turbulent ones.
