On 07. 02. 2025 the paper “Forerunners vs. Latecomers - institutional competition in the German federalism during the COVID crisis”, written by Lukas Breide and Jun.-Prof. Dr. Juliane Mendelsohn, Prof. Dr. Oliver Budzinski (Department of Economic Theory) and Prof. Dr. Thomas Grebel (Department of Economic Policy) was published in the “European Journal of Law and Economics”. The paper deals thematically with the political competition between the 16 German federal states with regard to the political measures to contain the COVID-19 pandemic and their announcement, adoption and enforcement. Using several databases and a survival analysis, the federal states are evaluated in this regard. The study offers a nuanced view of political competition in crisis management and highlights the divergence between political rhetoric and concrete political action in Germany's federal landscape.
