The Technische Universität Ilmenau is committed to open and international knowledge exchange. At the same time, we bear the responsibility to ensure that our research results and technologies are not misused for the development of weapons of mass destruction or for military purposes in sanctioned countries. Compliance with export control regulations is not a contradiction to academic freedom, but a legal necessity that protects both the university and you personally from criminal consequences. The legal framework includes, among others, the German Foreign Trade and Payments Act (AWG), the Foreign Trade and Payments Ordinance (AWV), and the EU Dual-Use Regulation.

 

What do you need to consider?

Export control is essentially based on the so-called four key questions (areas of assessment):

  • What? (Goods check): Are the goods, software, or technologies classified as dual-use items listed in the EU Dual-Use Regulation?
  • Where to? (Country check): Are there specific embargoes against the destination country (e.g., Russia, Iran)?
  • To whom? (End-user check): Are project partners or visiting researchers listed on international sanctions lists?
  • For what purpose? (End-use check): Is there any indication of (indirect) military end use?
 

Relevant scenarios in academia

At TU Ilmenau, export control is particularly relevant in the following areas:

  • Technology transfer: Transfer of data, source code, or technical know-how via email, cloud services, or data carriers (ITT – intangible technology transfer).
  • Shipment of goods: Export of prototypes, measuring devices, or laboratory equipment for collaborative projects or field research.
  • Staff & visitors: Hiring staff or hosting guest researchers from non-EU countries in security-relevant fields.
  • Business trips & conferences: Carrying sensitive data or high-performance hardware abroad.
