In this paper, disability glare under non-uniform road lighting conditions is examined. On the basis of experimental data given by Narisada, a method to derive the TI-formula for nonuniform luminance distributions is desired. The method allows the influences of the background luminance, the veiling luminance and the average road luminance to be incorporated.
